This program is intended to help you keep your Construction PTM costs down.
There are two times when you really need the counsel and guidance of a seasoned professional. One of those is during Schedule Development.
Under the SLIDE program, we will assign to your Project one or more Senior-Level, Immediately-Deployable Experts. This SLIDE Squad will assume responsibility for Schedule Design and Development up through, and including, securing an Approved baseline Schedule.
Like SLIDE, this program is intended to help you keep your Construction PTM costs down.

The sole purpose of the START Summit is to provide an opportunity for all key Project leaders to forge a consensus on how the Project will be managed, as well as how the overall Scheduling effort, including the Project Schedule itself, will support that management approach.
SMART stands for Synchronized Methods, Attitudes, Roles, and Tools. In order for a Project to be effectively managed during its life cycle, it is imperative that, from the outset, all Project Management and Scheduling methods, approaches, roles, and tools are fully defined and closely integrated so that their collective synergy yields maximum value to the Project.
Schedule Performance Specs can vary greatly in content, format, scope, and detail. It is essential because: how the Schedule will be used determines what happens monthly which, in turn, dictates which Project Controls to build into the Schedule initially, which establishes criteria for Schedule Architecture, which influences Schedule Development.
While ICS-Research prefers to use Activity Coding in lieu of a WBS, we will provide a Work Breakdown Structure when the Contract requires.
Thought should be given to how the use of Activity Numbering, and Activity Filte Codes will be used.
There is an art to knowing how many, or how few, procurement items should be tracked in the Project Schedule. Since 80% of project delay happens the fist 20% of the Project life cycle, early control of procurement is essential.
Most Project Schedules only include contractual milestones. We recommend defining and monitoring three levels of Momentum milestones.
How much is too much detail, or too little? The Level of Detail of a Project Schedule should be clarified through Schedule Design and Performance Specs.
A key to highly intuitive Project Schedules is the use of “white space.” That is, the decomposition of the Project’s scope into large groupings of activities, called Subnetworks (Subnets, for short).
Logic Development Sessions are held in order to solicit the input of those who will be performing the work. Skipping this critical process virtually guarantees a Schedule that will be abandoned and rendered useless.
We Cost-Load the Schedule only if required by Contract; otherwise, handle cost accounting outside of the Schedule. We always attempt to Resource-load the schedule, however, because resource availability is central to achieving temporal goals.
Automating a Schedule involves far more than simply entering activities, and assigning durations and logic. There are many software settings, and Schedule controls that must be carefully implemented.
We are strong proponents of the production and dissemination of Schedule Logic Diagrams — not just to support Schedule Development, but as part of every Schedule Update.
Invariably, the initial cut at a Baseline Schedule fails to “fit” between the contractual dates. A certain amount of adjusting, or “tweaking,” is usually required.
A good Schedule Narrative presents all of the most important Scheduling information at a level that is useful, concise, and relevant to all key Project participants.
The Baseline Schedule comes together when printouts, narrative, digital files, and such are all generated, cross-checked, and made ready for collation.
This is the final step in Schedule Development, where the proposed Baseline Schedule is assembled, packaged, and submitted.
Central to ensuring that the Project Schedule remains an accurate reflection of Project Execution progress in independent verification of project status.
This step incorporates the verified progress ascertained in the previous process by way of recording into the Project Schedule.
As a prelude to Schedule compliance Analysis, sound Schedule Maintenance practice includes an in-depth review of Project Execution performance in compliance with the Project Schedule, a contractual commitment document.
If the Project Schedule is not adhered to, what is its ultimate value? We perform a structured evaluation of Project Time Management performance and report our findings.
Often overlooked by less seasoned Schedulers, it is important that the Schedule Narrative be tempered by a candid and sober discussion with the Project Manager. Doing so, a context is usually provided for otherwise troubling variances between anticipated and actual performance.
Unique to ICS-Global, when requested, we can identify clusters of activities in the Project Schedule where schedule slippage is most likely.
Akin to Dilemma Forecasting, Soft Ground Advisories are a set of dashboard data that provide heads-up on performance trends, based on Project Momentum Science.
We pioneered the concept Multi-Path Analysis, which we use to identify the best place to deploy additional resources in order to provide the overall Schedule with the most temporal benefit.
Only if required by contract, we perform traditional EVMS calculations. If the nature of the project does not support EVMS, we will file a formal objection to the contractual requirement.
We invented Momentum Science and are the best qualified to perform Project Momentum Analysis. Every Project Execution effort proceeds at a pace that can be measured, and affected.
We produce the three basic Scheduling Reports most-often contractually required: Sort by Activity ID, sort by Early Start, and sort by Total Float.
Beyond the Standard Tabular Reports, we also generate a set of targeted tabular reports, such as: Submittals Report, Approvals Report, Fab/Deliver Report, Inspections Report, Facility Disruptions Report, and so forth.

Our Schedule Narrative follows a “GPS” structure. It discusses Goals, Performance, and Status in great detail.
Developed by ICS-Research, the RADAR System structures helps the Project Manager to incorporate the Schedule into the Weekly Jobsite Meeting with subcontractors, the Owner, and the A/E.
Upon request and using Momentum Science, we can identify ways for Project Execution to be accelerated without adding resources.
As requested, we can use a current iteration of the Project Schedule to consider alternative approaches to Project Execution.
Sometimes required by the Owner, we can produce a Revised Schedule that re-establishes contractual deadlines.

An extensive study by ICS-Research found that the conflict among Project Participants, so typical on most construction projects, separates into Intrinsic Conflict and Extrinsic Conflict.
Project Owners have full control over Extrinsic Conflict, and most of it can be eliminated. Intrinsic Conflict can also be reduced, with a change in attitudes.
The objective of Conflict Mitigation is to avoid contractual disputes or claims.
Often, we are retained to perform an independent review of key Project documentation. The anticipated work product from this effort is a Finding, or opinion, as to the merits of bringing a Delay, Acceleration, or Inefficiency claim by our client.
Typically, we review all pertinent contract documents, contemporaneous project documentation, and project schedules and progress reports.
A starting point for performance of Claims Analysis for Delay, Acceleration, or Loss of Productivity assertions is a detailed mapping of all consequential Issues.
A common method of keeping costs down for performance of Claims Analysis for Delay, Acceleration, or Loss of Productivity assertions is to divide the project life cycle into pragmatic chunks of time.
The culmination of Claims for Delay, Acceleration, or Loss of Productivity assertions is a formal report typically called a Request for Equitable Adjustment.
We help legal counsel in several ways. We consult with them on defense strategy. We help them draft questions for depositions and witness interviews.

Upon request from the Architect or Owner, we can produce a Scheduling Specification that is tailored to the specific project. This is a far better alternative than merely copying and pasting a boilerplate Scheduling Spec that has little relevance to the intended Project Execution strategy.
Developed by ICS-Research, DAWN should be of immense interest to Owners of weather-sensitive Projects. With dramatic shifts in weather patterns due to climate change, the current system of predicting and adjusting for excessive Adverse Weather is now impractical and costly to administer. DAWN provides a simple methodology in its place.
Upon request, we can be retained to conduct a comprehensive examination of the Project record with an eye toward why the Project is not meeting its cost and time objectives. Our findings are captured in a Report that offers practical and easily implemented suggestions.
Rarely requested, there are times when traditional Project Performance Assessments don’t get to the root cause of cost and time disappointments. Sometimes, we need to embed on the Project (typically, we pose as a Scheduler) where we perform a needed function, hut also keep our eyes open.
At some point, Constructors may decide that it is in the interest of their bottom line to build an in-house capability to perform Construction PTM, rather than continuing to use outside consultants. Standing up a new CPTM operation requires specialized knowledge, skills, and experience that the average Scheduler might not possess. That’s where we come in.
No matter how good, every Construction PTM operation can find opportunities to improve. We can help.
For a nominal fee, we can help bidders produce the Bid Schedule and Narrative to be incorporated into the Technical Volume of their Bid Proposal. Additionally, we can help pull the overall Technical Volume together, beyond just the scheduling component.

AWSim will be a software program, with both mainframe and handheld components, that automates the DAWN Methodology developed by ICS-Research. DAWN, which stands for Disruptive Adverse Weather Neutralizer, eliminates the need to anticipate, quantify or account for excessive Adverse Weather.
SchedSpec will be software program for those tasked with drafting the General Conditions Scheduling Specifications. Similar to how TurboTax works, the user will answer a series of response-based questions about the project scope, project management approach, and Project Time Management intentions. In the background, the software will draft the Scheduling Specifications.
Project Navigator will be a robust yet lean Project Scheduling program to rival the current dinosaurs: MS Project and Primavera P6. Beyond being immediately intuitive, it will also include Project Momentum algorithms and reports.
This is the Logic Diagramming module built into Project Navigator, but to be made available as a standalone software program. Since Logic Development is the most important step in Schedule Development (and the one most overlooked), this software program cannot come soon enough.
In the lending world , a borrower’s FICO score provides an independent assessment of one’s creditworthiness. In similar fashion, an ICS-Score will provide Owners and Contractors with an independent assessment of the integrity of both the Project Schedule itself, and the Scheduling methodology that designs, develops, maintains, and uses it.

Pre-Packaged COnstruction PTM Training
Responding to a worldwide shortage of Construction PTM practitioners, CAST is an academic program of study that provides Construction Apprentice Scheduler Training.
It is intended for those who wish to commence a career in Construction PTM.
MAST is a variant of the popular CAST program. The content is similar, but with the full-time Project Manager or Superintendent squarely in mind. The material is modified to provide Manager Applied Scheduling Training.
VAST is a win-win proposition. On the one hand, North America suffers a great shortage of Construction PTM practitioners. On the other hand, veterans leaving military service seek to transition their skills into a private sector career.
VAST is an academic program of study that provides Veteran Apprentice Scheduler Training. Tuition is free for qualifying veterans, as our way of giving something back to those who put everything on the line for us.
Veteran Training and Direct Employment is a public sector program designed to be be sponsored by the Federal Government.
What makes vTRADE so promising is that the Government can have a major hand in both creating and utilizing Construction Project Time Management practitioners.
The Government can write into contracts a requirement that a VAST Program graduate be an active member of the contractor’s Project Team. By doing so, the Government can dramatically influence the demand side of the equation. This requirement would be similar to other set‑asides for veterans, protected minorities, etc.
On the end, the Government can provide tuition assistance through the Department of Labor’s Veterans Employment and Training Service (VETS program), which is dedicated to helping veterans retool for a successful civilian life.
Where vTRADE is a public sector endeavor, SERVE asks the private sector to help veterans get solid footing on a new career. This Sponsor‑Employed Returning Vet Education calls on companies to sponsor a veteran by covering their tuition, and then hiring them once they graduate.

Here’s the unvarnished truth: Of the Top Ten reasons why construction projects overrun their budgets and schedules, Owners are responsible for six of them. Project Managers own the other four. Someone needs to tell the Emperor that he is naked!

- Straight Talk for Owners for Owners: The #1 cause of projects missing their contractual completion dates is owner ignorance. How is that for tact? The owner does more to delay the project than any other party to the project
- Straight Talk for Project Managers: The #2 cause of projects missing their contractual completion dates is project manager ignorance. Consistently, project managers fail to demand what is possible from their project schedule, and instead ask for what is impossible to deliver. Ignorance is not bliss.
- Straight Talk for Scheduling Apprentices: We are seeing an epidemic of under-qualified junior schedulers. And since more than half of the schedules in operation in the construction industry are either created and/or maintained by junior schedulers, the need for these novice schedulers to relearn (or learn) the basics is essential. Ignorance of CPM basics, scheduling basics, and even construction basics are killing our schedules.
- Straight Talk for Scheduling Journeymen: Even journeymen-level Schedulers cannot seem to agree on basic methodology, notwithstanding the latest rush of credentials and standards. That is because those recent standards and best practices do not comport with what schedulers in the trenches know works, or doesn’t work. There are so many conflicting concepts and philosophies floating around, it is difficult to know what is right.
- Straight Talk for Scheduling Masters: Seemingly “seasoned” schedulers have been hoodwinked by the runaway institutions pushing credentials and sweeping concepts that have yet to show that they are worth the incredible cost of application. Statistics show that Earned Value, Critical Chain, Earned Schedule, and a variety of other project management “breakthroughs” have yet to stem the tide of projects finishing beyond their contractual deadlines. It is high time that the elite within the Scheduling Practice meet face-to-face to rewrite the ideology of our discipline.
Currently offered on the LinkedIn platform, the idea here is to establish a 100% private group to act as a chatroom for employees of a single company to openly discuss Project Management challenges with a seasoned Construction PTM expert. At some point, we hope to migrate the PTM Chatrooms to the ICS-Global website, accessed through a Members Only portal.

Supporting ICS-Placement, the ICS-eCademy administers the Online Skills Assessment exams. These are comprised of eight self-paced quizzes that test the candidate’s understanding of CPM fundamentals, Planning & Scheduling means and methods, construction concepts and terminology, and general business software application.
In support of ICS-Network, the ICS-eCademy proctors a battery of tests that qualify test-takers as Network Affiliates.
The ICS-eCademy is the online campus for ICS-Scheducation. It provides a Learning Management System (powered by TalentLMS) that supports both ICS-Institute and ICS-Training.

This is ICS-Placement’s boutique executive search service for employers of Construction Project Time Management professionals. Our one-of-a-kind approach facilitates the identification, qualification, ranking, representation, and promotion of candidates whose skills, experience, qualifications, and personal attributes most closely align with the employer’s specific staffing needs. We accomplish this with a two-punch: an Employer Needs Assessment followed by a meticulous Candidate Vetting Process
If Employers of Construction PTM staff wish to perform most of the job search themselves, we can still be of help once the short list of candidates is assembled.
Before spending money on airfare, hotels, and per diem to interview candidates in person, put them though our grinder. We will perform Online Skills Assessments, Online Experience Interview, and a Resume Deep Scrub. The final deliverable will be our industry-acclaimed Candidate Applicant Profile.

Independent Scheduling Consultant Alliance
ICS-League is a free bulletin board listing of small, independent Scheduling Consultants. Through this service, established Scheduling companies can list themselves on a bulletin board.
ICS-Network
Affiliation of ICS-VETTED Scheduling Consultants
Submit an application for membership in the ICS-Network. For a nominal fee we will conduct professional, criminal, and financial background checks. We will administer a battery of qualification exams, proctored through the ICS-eCademy.
For a separate fee, ICS-Network applicants will be enrolled as Network Affiliates, receiving both certification and website API data.
Formalizing the relationship between ICS-Network and the Network Affiliate, a set of contracts will be drafted, negotiated, and executed. As the client acquires new work, three-way contracts will be drawn up for signature by ICS-Network, the Network Affiliate, and Network Client.
Should there ever be disagreement between the Network Affiliate and the Network Client, ICS-Network will act as a mediator and will have final say on dispute resolutiuon.
For a modest fee, Network Affiliates can have ICS-Network buy out their invoices and subsequently chase payment from the clients.
As a benefit of ICS-Network membership, Network Affiliates will enjoy marketing across North America.

Accredited colleges and universities are encouraged to apply for research grants on topics approved by ICS-Research. Funding for these grants will come from corporate benefactors.
Limited tuition scholarships for ICS-Institute programs are available on an as-need basis. Apply in confidence.
Those who do not quality for scholarships may be interested ion low interest loans, also issued on an as-needed basis. Loan funding is provided by Angel Investors and is limited per year.
